"What to Do?" a Rare Stardoll Item?

Before, there is a collection of Miss Sixty clothes where a few clothes are branded with the tag "DO NOT USE"

and recently, while I was exploring Stardoll I noticed that there's two items from the latest Moxie girls shop that has the tag of "WHAT TO DO?"

The Miss Sixty clothes that have the "DO NOT USE TAG" is now being referred to as rare items, but will the Moxie jackets with the tag of "WHAT TO DO?" will become rares too?

Also, why do you think stardoll added those words to the price tags?
